TITLE: Director of Human Resources

REPORTS TO: The Chief Executive Officer

HOURS: Monday – Friday with the option of flexible scheduling to meet agency needs; 20-25 hours per week

SALARY: $40 – $50 per hour

JOB SUMMARY: The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organizations mission and talent strategy. Oversees the daily workflow and management of the Human Resource department. Handles all employee relations and performance management activities in partnership with leadership and in accordance with company policy.

Supervises the HR Manager.

RESPONSIBILITIES INCLUDE:

  • Serves as a member of SPCC’s Leadership Team and attends Leadership Team meetings to ensure Leadership Team decisions align with Department of Labor regulations and Human Resource best practices.
  • Management of the agency’s Human Resource Operations including the HR team
  • Monitors and manages the Employee Handbook and Agency policies, ensuring information within the documents are in compliance with labor laws and in alignment with the agency
  • Directs the functionality of the HRIS system and module implementation
  • Collaborates with departments throughout the agency to assist with recruiting, interviewing, and facilitating the hiring of qualified job applicants for open positions
  • Review and approve job postings prior to release to ensure equitable and compliant hiring practice and compliance with NYS pay transparency requirements.
  • Works collaboratively with the HR Manager on the Open Enrollment process including leading benefit broker meetings and ensuring accurate benefit building within the HRIS system
  • Assists with benefits administration and serves as a liaison with brokers for day-to-day concerns in the absence of the HR Manager.
  • Oversees workers comp program and assists HR Manager with claims and hearings when applicable
  • Oversees complex and/or sensitive employment related inquiries or matters
  • Provides constructive and timely performance feedback as necessary
  • Designs new hire orientation and employee recognition programs and collaborates with HR Manager on program enhancements
  • Oversees all employee relations, employee programing, and unemployment processes and activities in partnership with the HR Manager.
  • Oversees and conducts employment investigations based on departmental, and agency needs
  • Oversee onboarding, engagement, professional development, and offboarding activities
  • Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices
  • Collaborates with senior leadership to understand the organizations goals and assist with implementing changes
  • Oversees the administration of human resource programs including, but not limited to, compensation, benefits, leaves; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety in partnership with the HR Manager.
  • Oversees and stays in compliance with regulatory Acts in relation to communicable and airborne diseases
  • Performs other duties as assigned by the Chief Executive Officer

Education and Experience:

  • Bachelors degree in Human Resources, Business Administration, or related field required; Masters degree preferred. Equivalent experience will be considered in lieu of formal education
  • At least seven years of human resource management experience
  • SHRM-CP/SHRM-SCP or PHR/SPHR certification

Candidate will be required to successfully complete the Agency Confidentiality Agreement, required Background Check, and State Central Register Clearance. The Candidate must possess a valid NYS driver’s license with a good driving record and carry agency required levels of automobile liability insurance.
